I think the answer is.... No one really knows. There is a lot of discussion about it but I am yet to hear a definitive answer. They did start a program last year to GPS tag trout introduced into the river but I have not yet seen the results. I have caught hold overs from both GRTU and the state so I have no personal guidance.
BTW - don't be shy with poachers. Call a game warden or if you are at third crossing just walk up to Action Angler. The bag limit is 1 in possession in the trophy section not 5 (or a bucket). It's 5 up by the dam.
